Introduction

        China implemented Reduced Vertical Separation Minimum (RVSM) in Beijing, Guangzhou, Kunming, Lanzhou, Shanghai, Shenyang, Urumqi and Wuhan FIRs and Sector 01 (airspace over the island) of the Sanya FIR at 16:00 UTC on 21 November 2007 between 8900 meters (29100 feet) and 12500 meters (41100 feet), inclusive as scheduled.

       According to Manual on Implementationof a 300m (1000ft) Vertical Separation MinimumBetween FL 290 and FL 410 Inclusive (DOC9574) and   regions where RVSM is implemented should establish RVSM airspace risk assessment mechanism to guarantee a long-term supervision to RVSM airspace.

       According to the requirement of Civil Aviation Administration of China(CAAC), the China RVSM Regional Monitoring Agency (China RMA) was established on April 2008.since China has a vast territory and the ATC condition in China is diversified.

       In May 2008, the Ninth Meeting of the Regional Airspace Safety Monitoring Advisory Group (RASMAG/9) recommended to the Nineteenth Meeting of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG/19) that the China RMA be endorsed as an Asia/Pacific RMA, with ongoing responsibility for all sovereign RVSM airspaces in China. Then the China RMA was approved by APANPIRG/19 as an APANPIRG Asia/Pacific RVSM Regional Monitoring Agency with responsibility for all sovereign RVSM airspaces in Chinaand took over RVSM relevant work for China from Monitoring Agency for Asia Region(MAAR). In June 2009 and September 2010, the China RMA obtained authorization of ICAO to take over the responsibility from MAAR for the RVSM monitoring and safety assessment of Pyongyang FIR of Democratic People’s Republic of Korea and the oceanic RVSM airspace of Sanya FIR.

      China RMA is under the administration of Air Traffic Management Bureau (ATMB) and Flight Standard Department of CAAC. Members from ATMB and Aviation Data Communication Corporation (ADCC) constitute the China RMA united administrative office and technical group, which are responsible for the RVSM airspace safety assessment and aircraft height keeping performance monitoring.

        The principal duties and responsibilities of the China RMA include:

        ♦ Establish and maintain the aircraft approval database and data exchanging platform

           to collect data and publish information for the operation of RVSM.

        ♦ Carry out Height Keeping Performance (HKP), monitor and collect Large Height Deviation

           (LHD) Reports from all department involved and report the monitor result to CAAC and other units.

        ♦ Collect Traffic Sample Data (TSD) and conduct airspace safety assessment to RVSM airspace.

        ♦ Conduct aircraft RVSM competence validation, and report to ATMB and other relative department.

        ♦ Research on airspace safetyassessment method and new technology for monitor.   

           Develop new monitor system.

        ♦ Share data and coordinate with other RMA and relative international organization.

        ♦ Establish and maintain the point of contact (POC) database.
